Summary

Mr. Kong has 18 years of experience in the oil & gas and construction industries, spanning across time and cost related issues. He has in-depth exposure to a wide range of projects including oil & gas offshore construction, refineries and petrochemical plants, theme park, hotel & resort, cable tunneling, commercial buildings, private and public housing as well as mass rapid transit. He has successfully assisted clients in developing and defending contractual claims.

Between 2002 and 2007 Mr. Kong was seconded to Shell as part of an integrated project team for a number of major offshore projects. He was assigned to a number of positions within the project including Planning Engineer, Project Engineer, Offshore Construction Engineer and Offshore Construction Manager. He is well versed with project management, construction management, project controls and procedures.

From 2007 to 2010, Mr. Kong was a project analyst with Independent Project Analysis in Singapore. He assisted project teams to efficiently execute global projects by identifying key project risks and gaps against industry Best Practices for ongoing projects. In addition, Mr. Kong also carried out post-project reviews to examine the both key success factors and reasons for failures in the project systems and executive strategies. He also analysed cost and schedule targets using benchmarks developed through statistical models to improve capital project performance. His experience spans from projects across the Asia Pacific, South Asia, Europe and North America.

He has been appointed as delay expert for disputes over culpability of delays, Extension of Time and Liquidated Damages, and has provided oral evidence in arbitration and court proceedings. In addition, he provides support advises clients on strategies involving contractual disputes and claims under the Singapore Security of Payment Act.
