Biography
Jungguk Lee is a highly motivated Civil Engineer with over 18 years of experience, specialising in claims handling, contract advisory, and commercial management. His expertise spans a wide range of sectors, including infrastructure, marine construction, building, ports, and oil & gas, making him a versatile professional in the construction industry. From 2009 to 2014,
Jungguk worked for a major Korean construction company, focusing on site administration and contractual matters. Between 2014 and 2016, he managed overseas projects for a public enterprise. After completing his master’s degree in construction law in London, the UK between 2016 and 2018, he has moved into consulting providing contractual and commercial advice and support since 2018.
Jungguk is particularly skilled in quantity surveying and quantum claim reports for disputed variations, having worked on construction-related quantum disputes under various forms of construction contracts. His deep understanding of engineering and construction law, combined with hands-on experience across multiple roles—employer, contractor, and sub-contractor—enables him to devise practical, realistic solutions to complex construction challenges.
Jungguk's expertise is further demonstrated through his published work. His article, “How to Claim Compensation for Contractor-Owned Idle Plant – Depreciation Costs or Rental Value?” (Society of Construction Law Singapore), has been cited in a recent Singapore High Court Appellate Division decision (ICOP v Tiong Seng Civil Engineering [2024] SGHC(A)1). He is also an active committee member of SCL Korea.
